What software is avaliable that will allow me to create maps of the world and continents?

I would like something that would allow me to add both political and physical and special purpose maps (historical, literacy, health maps, etc) . I am a geography tecaher so the cheaper the better. Thanks

1. There are so many tools that you can use to create maps. The right tool for you would be the one that meets all (or at least most) of your requirements.
