Was the dress made for Eva Mendes and the Golden Globes or as an inauguration gown for Michelle Obama?

Was the Dior dress Eva Mendes wore to the Golden Globes originally designed as an inauguration gown for Michelle Obama? I could have sworn when all the dresses and sketches started surfacing, I saw that Dior sketch, but now it's all but disappeared from the internet. Fashionistas, I know you're out there ... HELP!

1. A lot of dresses that are popular now have been following the style of Michelle Obama. She has had her dress picked out since November, but the ones that didn't make the cut could have been used by someone else :)
